M/V “AGIOS RAFAIL” – IMO 7118181 refused access to the Paris MoU region

The above named vessel was detained in Pula (Croatia) on 16 April 2019. This is the third detention in the Paris MoU region within the last 36 months. The ship flies the flag of Moldova which is black on the current Paris MoU WGB list. Therefore under the provisions of section 4 of the Paris MoU, Article 16 of EU Council Directive 2009/16/EC, the ship will be refused further access to any port and anchorage in the Paris MOU region, except a port and anchorage of the ship’s flag State. This refusal of access will become applicable immediately after the ship is authorized to leave this port and anchorage. As this is the first refusal of access order the period of the refusal of access will be 3 months. Source: Paris MOU

Grounding near Pula

The "Agios Rafail" with a crew of seven on board ran aground on rocks in the Jamica Bay near the Muzil peninsula in the morning of April 16, 2019, while approaching Pula. The unloaded ship didn’t change course and sailed straight towards the coast for yet unknown reasons. The Maritime Authority of Pula was notified by fishermen at 7.25 a.m., and upon their arrival the vessel was trying to refloat itself. The captain was ordered to stop all activities until a hull survey by a diver was carried out who found minor bow damage underneath and abrasions above the water line, but no water ingress or breaches. The ship then managed to back off and reached the Stinjan port near Pula with own power and with a pilot on board. After it was berthed, it was detained by the port captain for further investigations and surveys by representatives of the Croatian Register of Ships. Drug tests were carried out among the crew. The vessel was deployed in stone transport between Pula and Ravenna. The vessel sailed from Pula on Apr 24, and reached Durres on Apr 26.
