3rd officer detained after death of 10

Thu May 30 18:23:27 CEST 2019 Timsen

Local authorities have detained the 3rd officer who was suspected to be involved or responsible for the incident that occurred on board the "Jin Hai Xiang". He did not follow the standard operating procedures during maintenance work, which led to thecarbon dioxide leak during maintenance for a periodical survey at the Xixiakou Shipyard at Longyan Port, Rongcheng County, Weihai City, Shandong Province, on May 25 at 4 p.m. According to the circular of the incident announced by the local government, ten people (including the 2nd engineer, the chief motorman and 8 workers of the shipyard) were killed while 19 injured were still undergoing medical treatment in local hospitals with no risk of life. Upon the primary investigation, the 3rd officer who released CO2 in the fire extinguishing system aboard was being held responsible for the casualty and has been restrained by the local police. The vessel had arrived at the shipyard on May 17 with the planned repair period of 22 days and just dry-docked on May 24. However, due to the casualty, the vessel has been detained for a full investigation. In addition, because this incident occurred at the time of repair work in shipyard instead of vessel's sailing period, it has been determined as a serious production safety accident hence the local government takes charge of the accident investigation who will update/release the circular of the incident timely.
