Medevac off critically ill crew member rejected for days

The Indonesian authorities first rejected multiple requests for an emergency medical evacuation needed to save the life of a 45-year-old Russian crew member of the 'WL Palekh' due to the country’s Covid-19 restrictions. The crew member showed symptoms of having suffered a stroke while the vessel was in international waters 225 kilometres from the island Sumatra. Despite repeated requests from the Master, the Seafarers' Union of Russia (SUR) and Indonesia seafarers' union, Kesatuan Pelaut Indonsia (KPI), local authorities continued to reject appeals for emergency medical assistance before a police vessel was finally sent to evacuate the patient on April 22, 2020, at 9 p.m. The International Transport Workers’ Federation (ITF) called on the International Labour Organization (ILO) and the International Maritime Organization (IMO) to urgently intervene and implore the Indonesian Government to respect international conventions and provide the seafarer with immediate medical attention. The Indonesian Government should have immediately facilitated the evacuation of the critically ill seafarer and provided the lifesaving medical attention that he desperately needed. Baklan Dmitry, Master of the WL Palekh, first requested a medical evacuation for Alexey Kulibaba on April 18 at 12:30 a.m. The man's condition worsened, and he exhibited signs of confusion, confused speech, pain under left shoulder, and left arm and leg paralysis. Although this was confirmed by a doctor from Global Voyager Assistance, Indonesian authorities including immigration and a local Covid-19 Task Force, refused a second attempt from the Master for permission to provide medical evacuation due to Covid-19 restrictions.On April 19, KPI actively communicated with the responsible Indonesian authorities and received confirmation that the vessel could enter the Port of Belawan to facilitate the medical transfer, but six hours before the vessel’s arrival the Harbour Master informed the Master that the decision had been reversed and advised him proceed to Singapore. The ILO and IMO quickly intervened and contacted respective representatives from the Indonesian Government, and the medical evacuation was finally provided after over 48 hours.

Morehead City State Port up and running after cargo ship moved

FORT MACON, NC (WITN) - The Coast Guard worked with the owner of a grounded cargo ship to ensure its safe refloating after the vessel ran aground in Beaufort Inlet Channel Thursday. At approximately 8:18 p.m., tugboats assisted the Pola Palekh off the shoaling and escorted the vessel to Morehead City State Port Terminal by about 8:45 p.m. Watchstanders at Coast Guard Sector North Carolina received a call via landline at 1:15 p.m. that the 590-foot cargo ship Pola Palekh ran aground in the vicinity of buoy 16A in the channel. Sector North Carolina watchstanders issued a safety marine information broadcast and launched a 29-Foot Response Boat-Small crew from Coast Guard Station Fort Macon to assess the cargo ship and the channel. The Pola Palekh was carrying 35,800 metric tons of fertilizer and holds approximately 27,000 gallons of fuel oil. The acting Captain of the Port for Sector North Carolina, Cmdr. Quincy Davis, temporarily closed the channel to deep draft commercial traffic. The acting Captain of the Port reopened Beaufort Inlet Channel to all marine traffic.
