Questions Over Dredger's Seaworthiness

UNCERTAINTY surrounds the Panama-registered vessel being held by the authorities on suspicion of unapproved offshore activities in Kenyan waters. This is after reports indicated that the vessel, SI HANG CAI SHAI, previously known as Tokai Maru 8, is not seaworthy. The vessel is said to be operating below the required International Maritime Organisation standards, despite being among equipment expected for the Lapsset project.The Kenya Maritime Authority impounded the vessel last week after tourism players raised concerns over harvesting of corals by the ship on the Diani coastline, Kwale county. The Kenya Ports Authority has however denied the claims, saying the vessel was testing its equipment.KPA said the vessel has been in the country for three years and was used during the dredging and construction of Berth 19.It is expected to proceed to Lamu for the construction of Lamu Port, according to KPA general manager operations Twalib Khamis.Yesterday, a Seafarers' Union of Kenya official said the vessel was "not fit to sail"."It is operating below standards," said the official, who declined to be named. THE Kenya Ports Authority has acknowledged it knew about the Panama vessel on Kenyan waters The vessel is being held by authorities on suspicion of unapproved offshore activities. KPA general manager operations Twalib Khamis on Thursday said the Si Hang Cai Shai vessel, a grab dredger previously known as Tokai Maru 8, has been in the country for three years. He said the vessel was used during the dredging and construction of berth 19 and will be taken to Lamu for the Lapsset project “The vessel belongs to China Communication Construction Company. The same company has been contracted for constructions in Lamu and we gave them permission to test their equipment,” Khamis told the Star on the phone.The company is also involved in the standard gauge railway construction. The Kenya Maritime Authority has detained a dredger suspected to have been harvesting corals in the Indian Ocean.The Panama registered vessel, Si Hang CAI SHA I, a grab dredger previously known as Tokai Maru 8, was impounded on Tuesday.The vessel was spotted conducting offshore activities along the Diani coastline in Kwale county.Residents grew suspicious because it has been in the area for many weeks.
