Bad weather slows fuel cargo docking in Angola

Bad weather off the coast of Angola has prevented the berthing of fuel vessels docking at Cabinda and Benguela ports, causing shortages at filling stations and power blackouts, state-energy company Sonangol said. Sonangol, which handles the oil and gas reserves of Africa’s second-largest oil exporter, said a lack of coordination between government agencies had also hampered fuel and electricity supplies. “The constraints on supply, especially in the provinces of Cabinda, Benguela, Cuanza Sul, Lunda Norte and Lunda Sul, stem from the atmospheric conditions that have prevented the rapid and normal movement of trucks and suppliers,” the company said in a statement late on Wednesday. OPEC-member Angola vies with Nigeria as Africa’s biggest crude oil exporter but has to import much of its fuel due to a lack of refining capacity. Angola imports around 98,000 barrels per day of fuel, and consumes 74 percent of it.

China pumps $600 million into deep-sea Angola port

Angola is building a deep-sea port in its northern Cabinda province, part of a surge of port construction in West Africa, with several ports working toward capacities in excess of 1 million twenty-foot-equivalent units. The project is being funded with a $600 million loan from China and built by a Chinese construction company and is meant to help Angola boost industry and trade as its economy continues to feel the pinch of the low oil price. Angola’s sovereign wealth fund, Fundo Soberano de Angola, or FSDEA, which was established to generate revenue for the country other than oil, is investing $180 million in the project. Construction work commenced last year, and the first phase is expected to be complete by the end of 2017. This will include a terminal with a 630-meter (2,066 feet) quay and alongside depth of 14 meters connected to the shore by a two kilometer bridge. Angola to spend $1.3bn on ports this year

The Angolan government has confirmed that it is to spend more than $1.329bn in 2016 on three port infrastructure projects located in Cabinda and Zaire provinces. President José Eduardo dos Santos has authorised the Ministry of Planning and Territorial Development to include all three projects in its 2016 Public Investment Programme. Simultaneously, the Ministry of Finance has included the projects in the state budget for this year. The two projects in Cabinda, which has no land border with the rest of Angola, are the deepwater port at Caio, where construction is already under way and is expected to be completed by the end of 2017, and Cabinda ferry terminal. The third terminal is the construction of a land and river terminal at Soyo, in Zaire province, which is the closest to Cabinda. Source: Port Strategy
