Draining of fuel interrupted due to worsening weather conditions

Tue Dec 01 10:38:37 CET 2015 Timsen

After the weather conditions worsened and experts giving a poor prognosis for the next two days, the pumping of oil from the "Nadezhda" was stopped on Nov 30. Now there was a wind of 15-18 meters per second, the wave height was 3-4 meters. Only 88,6 tons of diesel fuel had been drained at that time. Depending on the weather, pumping would resume on Dec 1. Meanwhile, only the captain was staying on board since Nov 29, the remainer of teh crew was accomodated in hotels in Nevelsk. Simultaneously, a second fuel line for pumping oil was to be staged. In Nevelsk one more powerful motor pump was delivered to be installed on the tanker using a helicopter. Until now there esd no clarity in terms of damage to the hull. Initially it was assumed that only the starboard side was breached by rocks, but now there arose concerns that also the port side was damaged. Experts planned to conduct another inspection of the tanker in order to find out whether there was still an opportunity to get it towed to port. Patches for sealing holes were already being prepared. A headquarter for dealing with the case was set up in Nevelsk, the work of which was being coordinated by the Governor. Actually 187 people were dealing with the accident, among them the Russian Emergencies Ministry with 54 persons and five vehicles. Workers busy to contain oil spill

Mon Nov 30 09:50:21 CET 2015 Timsen

On Nov 29 the local authorities dispatched rescue forces which were cleaning the beach at the grounding site of the "Nadezhda" after the storm had calmed down. The ship had on board 433 tons of diesel oil and 360 tons of heavy fuel. The hull was breached at starboard side in the engine room and tank No.2 area. The engine room was flooded, oil was leaking from tank 2. A deck officer was medevaced in the morning of Nov 29 with an injured head and broken collar bone, the rest of the crew remained on board. A special salvage team of Sakhalin branch of State Maritime Salvage Agency of Rosmorrechflot and technicians from Island General Service Co. (Sakhalin Branch of Ministry of Emergency) was working to salvage the ship. Two ships and more than 100 personnel were involved in the pumping operation and the coastal cleanup, which could at least take two weeks to complete. Operations were taking place to collect spilled oil and also contaminated soil from along the shore which was polluted on a length of 500 meters and a depth of up to one meter, while hoses were installed to pump diesel fuel to tank trucks ashore which transported it to Nevelsk. Draining work started in the morning of Nov 30. Oil barriers have been laid out. The amount of oil spilled and the extent of any environmental damage was not immediately clear. Spilt fuel had spread on a length of three kilometers in the sea after the ship was breached 150 meters from the shore near Nevelsk. At least one tank was damaged, and the engine room suffered water ingress. Divers were sent for inspections of the hull. The offshore tug "Otto Shmidt" (IMO: 8418590) was preparing salvage operations.
