The 'Layar Anggun 8' which caught fire in the waters of Tanjung Berakit, Teluk Sebong District, on the afternoon of April 16, ran aground at 3.18 p.m. WIB after being abandoned by the crew. The Tanjung Uban Maritime and Coast Guard Base Office (PPLP) together with the KRI were mobilized to the ship, which was stuck in 617″ N 104 30′ 050 E at Tanjung Berakit Bintan. The 'KN.Rantos P210' and 'KN Sarotama P.112' provided assistance at 8 p.m. Also the 'KN.Rantos P210' attended as of April 17. Upon their arrival, the fire was still burning, and smoke could still be seen at the stern of the tanker. The 'KN.Rantos P210' tried to get closer to ship to extinguish the fire, but this attempt failed due to the shallow water. Instead, two rubber boats were deployed to extinguish the fire using an alcon pump. The fire was finally extinguished at 10 p.m., but reignited half an hour later. On April 17 at 1.20 a.m. the fire was still burning, so the KRI 'Lepu 861' also lowered a rubber boat to help extinguish the fire. At 4 a.m. the fire was finally put out. The 'KN Rantos P210', 'KN Sarotama P112' and 'KRI Lepu 861' returned to standby to monitor and secure the ship. From 08.00 a.m. to 11.00 a.m. the remaining embers were extinguished and cooled using an alcohol pump, until it was confirmed that the fire in the accomodation block of on the heavily damaged ship had really been extinguished. The City of Baltimore on April 22 opposed capping the 'Dali's shipowner’s liability in the Key Bridge collapse. The companies’ actions leading up to the disastrous crash were “grossly and potentially criminally negligent,” the city’s lawyers wrote in a new filing. The 'Dali' was “clearly unseaworthy,” a claim that will have major implications for the companies’ efforts to limit their liability. “For more than four decades, cargo ships made thousands of trips every year under the Key Bridge without incident. There was nothing about March 26, 2024, that should have changed that. But Petitioners, Grace Ocean Private Limited and Synergy Marine Pte Ltd, saw fit to put a clearly unseaworthy vessel into the water. Petitioners’ actions were grossly and potentially criminally negligent. In no way should their liability be limited.” The filing claims that the companies provided the vessel with an “incompetent crew that was inattentive to its duties” and “failed to comply with local navigation customs and/or usage,” failed to properly maintain the vessel and failed to comply with industry standards, among a long list of allegations. Baltimore hired a heavy-hitting lawyer with experience handling maritime disasters and structural collapses to handle its claims related to the Key Bridge collapse. The Maryland Attorney General’s Office also issued a request for proposals for assistant counsel to participate in Key Bridge litigation. The ship is owned by the Grace Ocean Private Limited and managed by Synergy Marine Pte Ltd., which both filed a “limitation of liability” action just days after the crash. The action was aimed at capping the amount of damages the companies could be forced to pay at about $43 million — the value of the 'Dali' and its cargo. The city’s filing ass the first among what were expected to be many objections to the limitation of liability action. The FBI was also conducting a criminal investigation into the accident. The ship reportedly experienced electrical issues before it left port but took off despite of that. Parties with claims against the 'Dali' will have until Sep 24 to file notice in federal court, though there was expected to be a lengthy court fight over whether the owner can successfully cap liability. If the owner had “privity or knowledge” of the issue that caused the crash, or if the ship wasn’t seaworthy before it left port, the limitation of liability action could fail, allowing claimants to pursue bigger monetary awards.

A tourist in his 20s was rescued from the sea by the crew of the 'Adam Patricia' off County Dublin after getting into difficulty on April 21, 2024. The man had been swimming on Burrow Beach and then decided to swim out to Ireland's Eye. However, he was spotted clinging to a marker buoy 1km from shore off Howth by the ferry. He was taken on board, and the Irish Coast Guard unit from Howth were tasked to meet the ferry. The Coast Guard crew took the casualty, who had been in the water for two hours and was suffering from severe hypothermia, to the Coast Guard station. The 'Abdullah' has finally reached Dubai's Al Hamriya Port on April 21. The ship moored on the anchorage in pos. 25° 32.20' N 055° 22.58' E att around 4:30 p.m. Bangladesh time. The coals onboard will be unloaded once the ship has docked. Currently, the vessel was awaiting berthing and further instructions from Al Harmia Port Control authorities. On the evening of April 20, 2024, the Port Authority of Kavala was informed by the Master of the 'Nissos Samos', that shortly before berthing in port, a failure was detected in the port side main engine. The ship sailed under its own power to the port of Kavala and safely disembarking the 21 passengers. The Central Port Authority of Kavala banned the ferry from sailing until the repair of the damage and the presentation of a certificate of class maintenance by the classification society that monitors it.

On April 19, the Captain of the Port established the Fort Carroll Temporary Alternate Channel, which is on the northeast side of the main channel in the vicinity of the Francis Scott Key Bridge and will provide limited access for commercially essential vessels. The Fort Carroll Temporary Alternate Channel has a controlling depth of 20 feet, a 300-foot horizontal clearance, and a vertical clearance of 135 feet, and will facilitate additional commercially essential vessel traffic through the port of Baltimore. This action is part of a phased approach to opening the main channel. The third temporary channel is marked with government-lighted aids to navigation and will be limited to transit at the discretion of the COTP. It has a controlling depth of 20 feet, a 300-foot horizontal clearance, and a vertical clearance of 135 feet. The additional channel increases the types of vessels able to transit inbound and outbound the port of Baltimore and was estimated to facilitate approximately 15 % of pre-collapse commercial activity.

The pleasure boat 'Rosendo' was disabled and adrift 20 nautical miles northeast of Garrucha on April 22 and requested assistance. The 'Salvamar Algenib' was mobilized by the CCS Almería of Salvamento Marítimo. It took the boat in tow and safely pulled it to the port of Garrucha.
CARNIVAL PARADISE
On April 21, 2024, on the first full day of her current cruise, the 'Carnival Paradise' rescued 27 refugees from Cuba west of the island nation en route to Roatan, Honduras. All of them were brought safely aboard the ship and provided with emergency care, while official authorities were notified regarding the next steps. At approximately 2:30 p.m. the bridge crew spotted a small boat signaling for assistance. The cruise ship immediately turned to render aid, bringing aboard 27 Cuban nationals from the overcrowded boat approximately 20 miles southeast of Los Cajuelos. The small wooden boat was in poor condition, with a makeshift sail. The US Coast Guard Sector Key West was notified, as were Roatan officials. The refugees were to be turned over to authorities as soon as possible, as is standard procedure with these incidents. Because Carnival Paradise was on a scheduled day at sea, the time spent with the rescue operation will not significantly impact the ship’s itinerary. The 'Carnival Paradise' had left the port of Tampa, Florida, on April 20, for the 5-night Western Caribbean sailing. The RCC Tenerife of Salvemento Marítimo mobilized the SAR helicopter Helimer 206 and the 'Guardamar Urania' to assist. The SAR vessel rescued 45 people and disembarked 44 of them in La Restinga. The Spanish flagged fishing vessel 'Piringuela', with two crew members on board, suffered a mechanical breakdown near Pta. San Mamede (Ares and Betanzos estuary) on April 22, 204. About 50 activists from Extinction Rebellion (XR) protested against cruise tourism in Rotterdam on the morning of April 21, 2024. They tried to prevent the docking of the 'Nieuw Statendam' in Rotterdam and delayed the docking for a few minutes. The ship was then able to reach its berth at Cruise Port Rotterdam at 5.50 a.m. UTC. The Economic and Financial Crimes Commission, EFCC, was investigating 11 suspected oil thieves along with the Saisnil II', which was arrested by the Nigerian Navy, on April 202, 2024. The suspects and vessel were handed over to the Commission by the Nigerian Navy, NNS Beecroft, Apapa, Lagos. The vessel and the crew were intercepted and arrested on Feb 7 by naval officers. The suspects were allegedly involved in illegal oil bunkering and AIS infractions at the Abo Oilfield, Ogogoro Community, Ondo State. The suspects were to be charged to court as soon as investigations are concluded by Commission’s operatives in its Lagos Command.
