Crew of FOC ship wins 2-year fight over unpaid wages

A claim to secure wages owed to the Ukrainian and Russian crewmembers on the "Dyckburg" which is under detention in Liverpool for more than two years was settled thanks to the intervention of the International Transport Workers’ Federation (ITF). The crew received a total of $75,000 in back wages, plus repatriation expenses. The case began after the vessel was stopped in Birkenhead in September 2011 when a Coastguard inspection discovered 17 deficiencies, including problems with safety management and life-saving and firefighting equipment. The ship arrived in Liverpool the same month under tow because of serious engine failure, and by Christmas that year the crew was repatriated at ITF expense pending settlement. The ITF lodged a protest with the Ukrainian ambassador to the United Kingdom after uncovering evidence that the mariners had been threatened for seeking the wages they were owed and asking to be repatriated. The ship, now renamed "Alex Y", left Liverpool on Feb 28, 2014, at 3 p.m. being bound for Constanta with an ETA of Mar 16. Still detained at Liverpool

The vessel was detained on 9 September 2011 in Liverpool because there were a large number of Safety of Life at Sea (SOLAS) related deficiencies which were objective evidence of a serious failure or lack of effectiveness of implementation of the ISM code on board the vessel. Other deficiencies identified included: the main engine was defective; also the engine room was very oily in some areas; the five year service on the immersion suit in the engine room had expired; there was no evidence that the freefall lifeboat had been manoeuvred in the water within the last 3 months also there was no evidence that the freefall lifeboat had been freefall launched within the last 6 months; in addition the deck officer was not familiar with launching the starboard life raft by davit. The vessel was still detained on Feb. 20, 2014
