Bulk carrier allided with payao

On Jan 23, 2023, local fishermen called on authorities to help them seek at least 900,000 Philippine pesos in compensation from the 'HC Glory', which allided with their payao - an artificial reef - in the municipal waters of Masinloc town in the Zambales province, in vicinity 15 14 24 N, 119 27 36 E on Jan 17. The president of the New Masinloc Fisherman Association said the 'HC Glory', while underway with a cargo of coal to the Masinloc Power Plant at around noon, hit the payao. Some of the fishermen had warned the vesselwas heading to the site of the payao, which was located 12 nautical miles from the shoreline. The fishermen were monitoring the area and, using hand gestures, signaled the vessel to reroute since it was already approaching the payao. The bulk carrier apparently ignored the fishermen and went on to drag and allided with the payao, which cost about 150,000 Philippine pesos to build. The president immediately lodged a complaint with the local station of the Philippine Coast Guard (PCG), which later informed the Bureau of Customs (BOC). The PCG personnel tried to facilitate a dialogue with the ship's crew, all Chinese nationals and residents of Hong Kong, but the BOC officials barred the fishermen from boarding the vessel during an inspection. In a separate interview on Jan 23, the PCG substation commander in Masinloc confirmed the incident. The office tried to mediate by facilitating a dialogue between the ship?s crew and the fishermen, but he said the talks did not push through because the fishermen were not authorized by the BOC to board the vessel.
