On June 24, 2010, the "Santiago" was released by the Cyprus authorities and allowed to proceed from Limassol. The ship had been stopped by the Cyprus Coastguard due to its cargo of tanks and explosives bound for Singapore. It also carried explosives destined for the Sudan which will be used for mining. The ship was arrested after American authorities had raised alarm during a bunker stop at Limassol one week ago. The owners had to prove that the tanks were used during manoevres in Germany and had to be carried back now. The investigation on board the ship and the correspondence with the involved authorities were quite lengthy so that the delivery of the cargo to the government of Singapore will thus be delayed.

Cyprus on June 22 declared the detention of the “Santiago” which is suspected of trying to deliver weapons to Sudan in contravention of a UN embargo. The ship was anchored off the southern city of Limassol under police guard with a suspected military cache that would contravene a 2004 UN embargo on arms sales and deliveries to Sudan's war-torn Darfur region. The “Santiago” appeared to be bound for Sudan and Singapore. The ship is under guard and there are materials that are considered banned, this means either military material or explosives. The ship had come from Norway and passed through Germany and Spain. It had sought permission to refuel in Cyprus on June 11 before authorities went on board. The captain has since asked to dock at Limassol port until the probe is complete, but this was denied due to the security threat posed by the explosives.
