KAUNAS
The Ukraine will restart the RoPax ferry service for passengers and cargo between Chornomorsk and Batumi with the 'Kaunas' on July 9, 2024, for the first time since the Russian invasion. It is the latest step to build back exports and foreign trade following the moves in April and May to restart container operations. It is a 61-hour run to the port of Batumi on the southern coast of Georgia. The company Urkferry had operated this route dating back to December 1996. Ukrferry restarted its operations in July 2023 with its ferry 'Vilnius', operating between Romania and Georgia. Additionally, at the end of May, the Ukrainian Sea Ports Authority reported that negotiations were underway to also resume a ferry service connection to Baku. Ukraine had announced plans to stop all shipments via Russia nearly a decade ago. The service had been launched in 2016 as part of the Trans-Caspian corridor designed to bypass Russia. It was designed to connect to China providing Ukraine another route to export primarily grain and metal products. Restarting the ferries follows the expansion of the container service. At the end of May, Hapag-Lloyd, resumed its feeder service between Chernomorsk and Constanta, Romania after a Turkish freight forwarder reopened the route in April with chartered vessels. Maersk working with Iteris was also resuming the deep sea service after having been moving containers via the Danube. MSC Mediterranean Shipping was also scheduled to restart feeder service from Odesa this month. The companies reported strong demand for the service. Hapag said its Danube service had booked solid when it was announced. Returning to the deep sea ports was a means of expanding capacity. Ukrainian officials also said that they were looking to expand with direct service to Turkey and later Egypt. Cargo volumes have already doubled since the services were resumed and the expectation is that they can quickly reach pre-war volumes.
DALI
A deal between attorneys for the city and the 'Dali'’s owner and manager meant that eight of the crew members could be heading home as soon as June 20. The city dropped its objections, filed late on June 18, to the crew members’ departure. A federal judge had scheduled a hearing for 10 a.m. on June 20 to weigh whether to keep them here at least for now. It was not clear whether that hearing will proceed. The eight, including a cook, several seamen, a fitter, an oiler and a general steward, now may be able to fly home. The city of Baltimore, which had filed a claim against the Dali’s Singapore-based owner and manager for negligence in the bridge collapse, had feared it might lose the opportunity to question crew members as part of the litigation should they leave the country. But attorneys for the ship’s owner and manager promised it would make those crew members available for depositions at a later date. Those crew members already had been interviewed by the U.S. Department of Justice, which did not object to their departure. The email from the ship’s attorney, William Bennett, set off the current round of legal activity, with the city and another party seeking to preserve their access to crew members. The crew members’ defense attorney, Owen Duffy, who is based in New York, has indicated he would advise the men to invoke their Fifth Amendment privilege against self-incrimination, according to the email from Bennett. Bredar had asked for lawyers who can speak for the Justice Department, Customs and Border Patrol, the National Transportation Safety Board and the Coast Guard to attend the hearing on June 20.

MARINE HONOUR
Singapore will seek compensation for the costs incurred from the oil spill from the owners of the 'Marine Honour'. The Maritime and Port Authority (MPA) said on June 20 that the shipowner of the bunker tanker was liable for costs incurred, and that the ship has insurance coverage to meet the liability under the Merchant Shipping (Civil Liability and Compensation for Oil Pollution) Act 1998, which gives effect to the International Convention on Civil Liability for Oil Pollution Damage 1969, which was later revised in 1992. Costs for measures reasonably taken after the spill, resulting economic losses and environmental damage arising from the contamination can be assessed for claims. After the clean-up operation, Singapore government agencies will seek compensation for cost of all measures taken to contain and clean up the spill, including where damage was caused to infrastructure. The British Marine, the insurer of Marine Honour, has set up a contact for third-party claims by those affected. As of June 20, several beaches have been largely cleared of oil, but further work was needed to fully clear them. The focus was on cleaning up the oil slicks and sheens from water and land which are visible through drone surveillance and satellite imagery. In the next phase, the stranded oil needed to be flushed out, such as those on oil-stained rock bunds. The clean-up operation will take some time. While six bodies were recovered by Italian authorities, the search continued as of June 19 to find the 58 other people missing in the tragedy, including many children. The authorities did not specify the nationality of the recovered bodies, nor their age. The semi submerged sailboat was still visible on the surface of the water. An information point has been set up at the port of Roccella Ionica, to provide assistance to the relatives of the victims who were beginning to arrive in Calabria. On the day of the sinking, the Italian Coastguard was able to rescue 11 people, including two women and two 12-year-old children. One woman, initially rescued, ultimately died during the rescue. The survivors, all treated in hospitals in the region, were in serious condition with multiple traumas, burns and serious dehydration. A 12-year-old girl, admitted to Locri hospital, lost her parents and her little sister in the tragedy. One of the castaways arrived unconscious. When he woke up, he started crying, he couldn’t stop, he kept repeating the same words in a language that no one understood. The castaways were from Iran, Syria and Iraq. The boat had left Turkey on June 9 and had been taking on water for three or four days. According to testimonies from survivors, the ship began to sink after the engine exploded, which caused a fire on board. As the boat sank into the water, they tried to climb to the highest point of the sailboat. A French sailboat, sailing in the area, raised the alert. LOESCHBOOT WESTPHAL
The 'Branddirektor Westphal' was among the units responding to the grounding of the 15-m-tug "Galant" (built 1927) and the barge 'VS 6' of the Hinrich K.P. Vogler Wasserbau GmbH on the Elbe in Hamburg on June 18, 2024, at 3.30 p.m. The tug, en route to a construction site, had run onto the dam between the "Dockland"-building at the Altona cruise terminal and the Neumühlen tug station with a draft of 1.95 meters. The guide dam, which is marked with signs and is made of piled-up rocks and is intended to keep the current in the fairway, was covered by water at the time. At times the "Galant" threatened to tip over as the water receded, which was why a large contingent of firefighters was called out. Besides the "Branddirektor Westphal", the multi-purpose ship "Prag" was mobilized aling with numerous forces including divers arrived on the shore side, but soon the situation was classified as stable. The crew was fine, there was no water ingress and no leaking of pollutants. Both ships refloated again with the rising tide on June 19 at around 3 a.m. The same morning, a barge suffered a leak on the Gent bank in Waltershof at around 5 a.m. Powerful pumps were hoisted on board from the "Branddirektor Westphal". and the damaged vessel was bailed out. The barge, loaded with silt, could be stabilized.
