Released tanker arrived in Visakhapatnam

The "Desh Shanti" after having been detained for 26 days at Bandar Abbas in Iran on a charge of causing pollution, arrived at the Visakhapatnam port on Sep 18 morning with 1,40,000 tonnes of crude from Iraq, part of which is to be delivered to the Hindustan Petroleum Corporation’s Visakha refinery here. The vessel which was released on Sep 6 anchored at Visakhapatnam Port at 8 a.m. The Director of the Bulk Carrier & Tanker Division, SCI came from Mumbai to meet the crew. He thanked the Ministry of External Affairs, the Ministry of Shipping and other Central agencies for their role in getting the ship released. The Iranians had alleged that the tanker had caused oily ballast water, 48 km away from Lavan Island in the Persian Gulf. This subsequently led to a 16-km-long oil stain, an Iranian official was quoted as saying after the detention of the vessel.

Crude oil tanker allowed to leave Bandar Abbas

The "Desh Shanti" on Sep 5 has been allowed to leave the port of Bandar Abbas. The ship had been on its way back to India with a load of Iraqi crude when the Iranian navy stopped it for allegedly polluting the waters. The ship which was seized on Aug 12 following a contamination has been freed after India paid a fine to allow the oil tanker to resume its voyage.

Diplomatic storm brewing, Iran ships row headed for arbitration

New Delhi plans to seek arbitration in a neutral country rather than negotiate bilaterally with Tehran for the release of MT Desh Shanti that has been detained in that country since August 12. Iran is expected to retaliate through stiff measures in the oil and gas sector, sources said. On August 22, Foreign Secretary Sujatha Singh suggested that the Shipping Corporation of India, which owns the ship, write to Iran that it would pay damages "only after proper legal procedure". India's ambassador to Iran, D P Srivastava, advised her that "arbitration is a better option than bilateral negotiations". On August 26, Srivastava pitched for arbitration in a neutral country under English law, arguing that bilateral talks could become "a continuing irritant" in relations. Besides, it would also allow the ship's insurers P&I Club to escape responsibility, because P&I Club claims that it cannot transfer money to Iran due to US sanctions. Both Singh and Srivastava are opposed to issuing a guarantee against the fine. The apprehension is that once the guarantee is issued, Tehran would not accept either negotiations or arbitration. "The quick solution being promoted by Iran would create serious complications for India, apart from conveying the impression that we have accepted guilt," Srivastava wrote.
